New York City Mayor Eric Adams announced his plans to institute a hiring freeze across city agencies and require agency heads to cut 15% of their budgets by next spring – an effort to address the ongoing migrant crisis.
Services for the UnderServed Hosts Virtual Topping Off Ceremony for Starhill Phase I

On September 28th, Services for the UnderServed (S:US) joined representatives of Bronx Pro Group for a virtual topping off ceremony for their supportive/affordable housing residence, Starhill Phase I. Scheduled to be open in February 2025, the residence will create 326 affordable apartments, including 200 supportive, in the Morris Heights section of the Bronx. On-site support services will be provided by S:US funded by the Empire State Supportive Housing Initiative (ESSHI) through New York State Office of Addiction Services and Supports (OASAS).
The Network Testifies at the New York City Council Committee on General Welfare

On Wednesday September 27th, the Network’s Director of Policy and Planning Rebecca Zangen testified at the New York City Council Committee on General Welfare hearing on public benefits processing delays at HRA, urging the City to create a system to expedite the process of one shot deal applications. Rebecca also urged the City to exempt DSS and HRA from PEGS in order to ensure supportive housing tenants have resources they need to live stable lives.
HCR Releases 9% Multifamily and Project Based Voucher RFPs

New York State Homes and Community Renewal has released the 9% Multifamily Request for Proposals, available here. This package of tax credits and subsidy is a key source of capital for supportive housing. This year, HCR returns to an annual RFP process after several years of bi-annual applications. Also new: a LGBTQ+ Affirming Senior Housing Program that may be used with an ESSHI Senior component.
Breaking Ground Breaks Ground on Sutphin Senior Housing

On Wednesday, September 20th, Breaking Ground joined project partners and elected and government officials to break ground on affordable/supportive housing residence, Sutphin Senior Housing. When complete, Sutphin Senior Housing will create 173 new affordable apartments, including 52 supportive for seniors, in Jamaica, Queens. On-site services will be provided by Breaking Ground funded by NYC 15/15 through New York City Department of Health and Mental Hygiene (NYC DOHMH).
