This report, fully titled "A Description and History of the New York/New York Agreement to House Homeless Mentally Ill Individuals," offers a comprehensive overview of the New York/New York Agreement. It was written by Ted Houghton, the Network's future executive director, and published by the Corporation for Supportive Housing. It chronicles the births of homelessness and supportive housing in America, provides a history of mental illness housing and gives a detailed analysis of the landmark 1990 city/state pact. The report was written as a companion piece to "The New York/New York Agreement Cost Study: The Impact of Supportive Housing on Services Use for Homeless Mentally Ill Individuals."
