Summary

OMH Supported Housing Program provides bundled service and operating funding for scattered site supportive housing in NYS.

Tenant Eligibility Criteria

Must have a major mental health diagnosis. The most recent RFP prioritizes people discharged from state psychiatric facilities, chronically homeless single adults diagnosed with a serious and persistent mental illness (SPMI) and chronically homeless single adults diagnosed as mentally ill who may also have chemical addictions (MICA).

Nonprofit providers of permanent supportive housing.

Amount

Current rates vary by area, from $8,844 in Upstate New York to $16,884 in Westchester.

Term

Contracts are awarded for five (5) years.

Network Notes

• OMH Supported Housing funds over 19,000 units across New York and provides a per-unit rate for each tenant, which covers rent and supportive services. Funding announcements are irregular and are typically made on a local or regional basis.
• OMH favors agencies that have licensed OMH housing, including community residences, to free up bed capacity and create placement opportunities for people being discharged from psychiatric hospitals.
• Units may be clustered in a single location.
• Tenants pay 30% of their income toward rent. Funds are flexible and can be used for start-up costs, including furnishings and security deposits. However, the funding rate provides only for minimal services, often as little as one staff/tenant contact per month. Therefore, tenants must be very stable or have access to other services.
