Summary

The NYS HCR HOME-ARP program is a federal program, funded by the American Rescue Plan. It will fund Capital, Services, Non-Congregate Shelter and Non-Profit Capacity Building meant to serve homeless people.

Tenant Eligibility Criteria

For HOME-ARP rental projects, 70% of the units must serve households with incomes at or below 30% of area median income (AMI). There are scoring incentives for projects in which 15% or more of the units are set aside for special needs populations including homeless, mentally ill, substance abuse, domestic violence and physically disabled individuals and families.

Eligible Applicants

Nonprofit and for-profit developers are eligible to apply.

Amount

There is $79 million in funds available as follows:

Rental Housing Capital

 $57.8M

Supportive Services

 $10.0M

Non-Congregate Shelters

 $7.0M

Not-for-Profit Capacity Building

 $4.6M

A maximum of $400,000/unit is available for Rental Housing Capital

Term

The project must remain in service for a minimum term of 15 years.

Network Notes

Projects in areas that are receiving HOME-ARP funding are eligible, but should be leveraging that local funding to have priority.

Services funding is one time and not renewable, and must be part of the HOME-ARP project. but ESSHI conditional awards could work with the capital funding

The Not-for-Profit capacity building funds should be tied to a HOME-ARP funded program
