On July 25th, New Destiny Housing joined elected officials, community and project partners, to celebrate the opening of Highgarden Tower in New Rochelle. This new affordable and supportive housing residence is creating 219 new affordable apartments, 77 of which are supportive for survivors of domestic violence from Westchester County. On-site services are provided by New Destiny Housing funded by the Empire State Supportive Housing Initiative (ESSHI) through the NYS Office of Temporary Disability and Assistance (OTDA).
Nicole Branca, Executive Director at New Destiny Housing, said, “This beautiful new building includes 77 affordable apartments for families that are in-need of supportive services. Major thanks to ESSHI, through whom we will have onsite services to ensure that tenants have the resources they need to build secure futures for themselves and their children.”
David J. Gallo, President and CEO, Georgica Green Ventures LLC (GGV), said “GGV is excited to celebrate the opening of Highgarden Tower, providing essential affordable and supportive housing to the City of New Rochelle. Highgarden Tower would not have been possible without the support of our partners at New Destiny, NYS HCR, City of New Rochelle, Westchester County, and OTDA — we are so proud to partner with them on this much-needed housing.”
Commissioner RuthAnne Visnauskas, NYS Homes and Community Renewal (HCR), said, “Tackling our housing crisis and supporting our economy go hand-in-hand. Highgarden Tower is an affordable home for more than 200 families while also exemplifying Governor Hochul’s vision of economic growth. Similar to our projects throughout New Rochelle and the state, it prioritizes features that improve quality-of-life for residents including sustainability upgrades and supportive services.”
Mayor Yadira Ramos-Herbert, City of New Rochelle, said, “In the midst of a statewide housing crisis, Highgarden Tower’s 219 affordable apartments address a critical need. As the fastest growing city in Westchester County and a designated Pro-Housing Community by Governor Hochul, buildings like Highgarden Tower ensure that New Rochelle remains a livable and accessible city for all.”
Remarks were also provided by: Kelli Owens, New York State Office for the Prevention of Domestic Violence; County Executive George Latimer; Blanca Lopez, Planning for Westchester County; Adam Salgado, Development for New Rochelle; and Joseph Graziose, RXR.
Financing for the project comes from NYS Housing Finance Agency (HFA) Low-Income Housing Tax Credits and NYS HCR Low-Income Housing Tax Credit Program, Supportive Housing Opportunity Program (SHOP), and Federal Housing Trust Fund.
Highgarden Tower amenities include two community lounges, a gym, children’s playroom, storage and laundry room. It is also located nearby public transportation and green space.
The general contractor is West 20th Construction LLC and the architect is Stephen B. Jacobs Group PC.
