Capital Project Update
Although last month the NYS Division of Budget released Budget Bulletin B-1223 “pausing” all existing capital projects including supportive/affordable projects, the DOB has approved all OTDA HHAP and HCR 9% capital projects that have award letters to move toward closing. It is unclear at this time how future projects will be impacted.
OMH Guidance On Background Check Process

Voting remotely, the NYS Legislature has passed the SFY 20-2021 budget, which mostly mirrors what the Governor proposed in January for supportive housing. This is an unprecedented time with the state facing a great deal of uncertainty about future revenue and COVID-19-related costs. Given our current circumstances, we are grateful to the state for maintaining existing supportive housing service and development funding levels.
We also understand this budget could change over the next few weeks as lawmakers determine how much federal aid will be coming into the state and if they can maintain the existing revenue projections. If the state doesn’t have enough revenue to cover expenses, the Division of Budget is authorized to make across the board cuts.
Here is our analysis of the various budget areas important to the supportive housing community that is included in the final budget.
Governor Restores $36 Million for MRT-Funded Supportive Housing in 30-Day Amendment

Governor Cuomo released the 30-day budget amendment on February 21st which includes a restoration of $36.3 million in funding for existing MRT Supportive Housing Programs serving 6,300 formerly homeless individuals and families.

On November 18th, Governor Cuomo announced the fourth round of conditional awards for the Empire State Supportive Housing Initiative (ESSHI). The awards went to 108 nonprofit agencies totaling 161 projects across the state. Seventy-five percent of the recipients are members of the Supportive Housing Network of NY.

On October 23rd, the supportive housing community came out for a fabulous party, dedicated to looking back at our proudest moments over the year and honoring our greatest advocates.
Over 600 people filled the grand Capitale in New York City to reconnect and meet new colleagues in a festive environment. Attendees saw themselves on the big screen with a slideshow displaying a year’s worth of events, groundbreakings, ribbon-cuttings, and more. The evening was also for honoring key individuals with awards that recognized their enormous role in protecting vulnerable New Yorkers through supportive housing.

U.S. HUD Releases NOFA for Section 811 Supportive Housing for Persons with Disabilities

On October 9th, the U.S. Department of Housing and Urban Development released twin Notices of Funding Availability for the Section 811 Supportive Housing for Persons with Disabilities program. Both are due on February 10th, 2020.
