On November 22nd, The Doe Fund joined project partners and elected officials to celebrate the opening of The Plains in the Bronx. The new supportive/affordable residence has created 98 affordable apartments, including 49 supportive for individuals with histories of chronic homelessness with 20 of those reserved for seniors. On-site support services are provided by The Doe Fund funded by the Empire State Supportive Housing Initiative (ESSHI) administered by the New York State Department of Health.
The Doe Fund President and CEO Jennifer Mitchell remarked, “With the opening of the Plains, nearly 100 New Yorkers with histories of homelessness will be able to live with the dignity they deserve, thanks to the building’s innovative features and The Doe Fund’s talented staff. I am thrilled to welcome The Plains as the newest addition to our network of residences serving over 1,200 individuals and families in need.”
New York State Homes and Community Renewal (HCR) Commissioner RuthAnne Visnauskas remarked, “The Plains will soon be home to 98 households who will benefit from high quality, healthy, and affordable apartments in a thriving North Bronx neighborhood with convenient access to transit. Thanks to our partners at The Doe Fund, this sustainably designed building will also offer a fresh start to individuals who’ve experienced or are at-risk of homelessness, helping these New Yorkers achieve stability through targeted on-site services.”
Bronx Borough President Vanessa Gibson said, “The Plains represents a critical step forward in addressing the housing crisis in The Bronx. This affordable housing development will not only bring stability to individuals and families but will also help enhance the larger community. Through innovative design and essential services, The Doe Fund and its partners are creating a lasting impact—providing hope and dignity to those who need it most.”
New York State Assembly Member Jeffrey Dinowitz remarked, “This project reflects the kind of thoughtful, sustainable development that prioritizes both environmental responsibility and human dignity. I look forward to seeing The Plains become a vital part of the Bronx for many in need.”
New York State Assembly Member Jamaal Bailey said, “As housing and homelessness become increasingly crucial issues for my constituents, I am passionate about addressing the urgent need for affordable and supportive housing – especially stability for our most vulnerable. I commend The Doe Fund for doing this project and taking steps to make The Plains a reality.”
Remarks were also given by Merchants Capital’s SVP of Originations Michael Milazzo, The Doe Fund EVP of Real Estate John McDonald, and Corporation for Supportive Housing’s Director, Loan Organizations Jennifer Trepinski.
Building amenities include storage, on-site laundry units, a fitness center, private outdoor recreation space, and a multi-purpose room. The Plains has achieved Leadership in Energy and Environmental Design) (LEED) Gold certification and the building features a green roof and solar panels.
Funding for this project comes from Federal Low Income Housing Tax Credits, NYS HCR Supportive Housing Opportunity Program, the All Affordable New York City Program and NYS HOME, private sector construction and permanent loans from Merchants Bank, Freddie Mac and the Federal Home Loan Bank of New York, tax-credit equity from Richman Housing, the NYS Office of Temporary and Disability Assistance’s Homeless Housing Assistance Program, and a predevelopment loan from the Corporation for Supportive Housing.
The general contractor is Galaxy Construction Co. and the architect is OCV Architects
