On June 11th, Helio Health and Eagle Star Housing joined project partners to break ground on Court Street Apartments. When complete, this new affordable and supportive residence will create 111 affordable apartments, including 54 supportive, in Binghamton. Onsite services will be provided by Eagle Star Housing for veteran residents and by Helio Health for tenants with substance use disorders, funded by the Empire State Supportive Housing Initiative (ESSHI) administered by New York State Office of Addiction Services and Supports (OASAS).
Assistant Commissioner Leonard Skrill, New York State Homes and Community Renewal (HCR), said, “Places across New York State are looking to do what we did here with Court Street Apartments: Transforming an old warehouse and office building into affordable homes and constructing brand new units. They’re talking about doing this in New York City, we’ve been doing it in upstate for years.”
Broome County Executive Jason Garnar said, “A lot of people talk about the need for more housing but I don’t think a lot of people understand really what it takes to get that done: finding a site, getting the funding, getting the people to build it, finding someone like Helio Health.”
State Senator Lea Webb (52nd District) said, “Access to quality, affordable, and supportive housing is a critical need in our community. I appreciate our community stakeholders who are turning vacant buildings in Binghamton into housing for homeless veterans, those who suffer from substance disorders and low-income individuals. These rehabilitated apartments will not only address homelessness in Binghamton but also utilize sustainable energy in the process.”
Assembly member Donna Lupardo (District 123), said, “The availability of quality, affordable housing remains a top priority in our community. Helio Health's planned transformation of the historic Sheltered Workshop complex will certainly help meet this need, while also bringing new life to Court Street. The units of supportive housing are especially needed and will fill a huge gap in our service delivery system.”
Eighty of Court Street Apartments will be part of a redevelopment of a former warehouse and office space known as Sheltered Workshop for the Disabled Inc. The remaining 31 units will be new construction. The building is being built to meet HCR’s Sustainability Guidelines and will be all-electric featuring central energy recovery ventilation systems for heating and cooling. The residence will also feature an open-air courtyard in the center of the building.
Funding for this project comes from HCR’s Low Income Housing Tax Credit program and Supportive Housing Opportunity Program (SHOP); Office of Temporary and Disability Assistance (OTDA) Homeless Housing and Assistance Program (HHAP); Clean Energy Initiative, permanent tax-exempt permanent bonds and Federal and State Historic Rehabilitation Tax Credits.
The general contractor is Christa Construction and the architect is Passero Associates of Rochester.
