A busy month for the release of Requests for Proposals.
June has been a busy month for the release of Requests for Proposals (RFPs) in the New York supportive housing community. From services and operating, to capital, to congregate, to scattered site, our government agencies have all the bases covered. These RFPs are part of the initial push to meet the ambitious targets set by Mayor de Blasio (15,000 supportive housing units over 15 years) and Governor Cuomo (20,000 units over 15 years).
Empire State Supportive Housing Initiative (ESSHI)
ESSHI is a New York State program that provides service and operating funding for congregate supportive housing developments. The program will serve a variety of populations that are homeless or at risk of homelessness. Per unit awards may be up to $25,000. Proposals are due at 2:00 pm on July 24th, 2017. NYC 15/15 Scattered Site
Through NYC 15/15, the City will create 7,500 congregate supportive housing units and 7,500 scattered site units (15,000 total). This is the second scattered site RFP released by the NYC Human Resources Administration (HRA) and it covers the remaining units the following populations:
- Chronically homeless single adults with serious mental illness (SMI) and/or substance use disorder (SUD)
- Chronically homeless adult families where the head of household has SMI and/or SUD
- Chronically homeless adult families with children where the head of household has SMI and/or SUD
- Young adult individuals (ages 18-25) who are homeless or at risk of homelessness with high service utilization of Department of Homeless Services (DHS), Department of Youth and Community Development (DYCD) Runaway and Homeless Youth, and Administration for Children’s Services (ACS) foster care

Homeless Housing Assistance Program (HHAP)
On June 7th, the New York State Office of Temporary and Disability Assistance (OTDA) released an RFP for $64 million in capital funds for permanent supportive housing, transitional housing, and emergency shelters. The RFP will be open until all funds are committed. Projects with ESSHI awards will be prioritized. More information is available here on our website.
HCR Multifamily Open Window RFP
On June 7th, New York State Homes and Community Renewal (HCR) released its 2017 Open Window RFP, which aligns with tax-exempt bond financing and 4% “as-of-right” Low Income Housing Tax Credits (LIHTC). $588 million is available through 11 capital programs, including the Supportive Housing Opportunity Program (SHOP). Projects with ESSHI awards are expected to receive priority. Applications for funding will be accepted through March 31, 2018. More information is available here on our website.
