New York City released the Indirect Entryway system on November 18th, allowing health and human services nonprofits with City contracts to claim their actual indirect cost rates.
The process for claiming indirect rates follows the methodology explained in the NYC Health and Human Services Cost Policies and Procedures Manual, which was adopted in February 2019. Nonprofits are advised to read the manual prior to claiming their rates. The manual informed subsequent steps from the city, including a survey from the Mayor’s Office of Contract Services (MOCS) and informational sessions with the Office of Management and Budget (OMB), seeking providers’ input on the process. Providers can use Indirect Entryway Choice Form to either claim actual rates using the manual or to claim a 10% indirect rate automatically.
