Elmcor Youth and Adult Activities Opens Helen M. Marshall Manor image

On the rainy morning of February 2nd, Elmcor leadership, staff and tenants joined elected officials and community members for a ribbon-cutting ceremony to celebrate the opening of Helen M. Marshall Manor in Corona, Queens. This new affordable and supportive residence is creating 30 apartments: 21 supportive apartments for chronically unhoused individuals with substance use/mental health disorders and 9 apartments for low-income older adults.

Elmcor CEO Saeeda Dunston, opened the program saying, “Today is a celebratory day of years of work and of this community. I consider myself lucky to lead an organization with such rich history”. She added, “Elmcor remains determined to establish greater Black and brown representation in the permanent housing space. We know the importance of a stable home.”

Board Chair Michael-Sean Spence remarked “With more than 55 years of service to Corona, East Elmhurst, and Queens at large, Elmcor has been dedicated to fostering positive life changes for individuals and families and this new development stands as a continuation of that mission.”

Congresswoman Alexandria Ocasio-Cortez remarked, “Creating housing is a challenge and it’s important to recognize what a heroic achievement this is. This represents a community that doesn’t give up on itself. We are never beyond hope. Housing is the bedrock that transforms our community.”

Assemblymember Jeffrion Aubry said, “We are a remarkable community. This is a tremendous project. Everything we could’ve dream of, it is.”

Queens Deputy Borough President Ebony Young expressed praise for Elmcor, “Queens changes first and the world changes. That’s what you’ve created today.”

HPD Commissioner Adolfo Carrión remarked “This is an amazing moment. I know my dear friend Helen Marshall is looking down on us, at the many hands that have made this place a home.”

Department for the Aging Commissioner Lorraine A. Cortes-Vazquez expressed pride in the project and said, “Tenants can have no better home than with Elmcor, because I know what Elmcor does every day. I know the kind of support and nurturing that they will receive. They are in good hands.”

CPC Vice President, Deputy Director of NYC Originations Andrew Giglio, remarked, “CPC is proud to have been able to finance this project. When we look at this project it is obvious that the people involved care about housing. Projects like this matter to this community and it is how we grow and prosper.”

CSH Senior Community Investment Officer, NY Market Lead Karuna Mehta, expressed praise for Elmcor, stating, “Elmcor is well on its way to becoming a leader in the supportive housing development space. We are so happy to be here celebrating your vision.”

Amenities include a laundry room, gym, older adult center and computer room, landscaped backyard and recreational room with a patio view of Citi Field and the Manhattan skyline.

Funding for the project comes from HPD Supportive Housing Loan Program, CPC, the Queens Borough President’s office, U.S. Rep. Alexandria Ocasio Cortez, Assemblymember Jeffrion Aubry, and City Council in addition to several preferential loans and subsidies from government agencies.

The architect is Monica Lopez and the general contractor is The Penta Group.
