HUD Announces Continuum of Care Awards

On March 28th, HUD announced the Continuum of Care awards for the FY 2022 competition, totaling $2.8 billion nationally. In New York State, 23 CoCs received $268 million, a 3% increase over the prior year. NYC won $145 million, a 2% increase. Most of the funding supports existing permanent supportive housing rental assistance programs, so the funding increases largely support increased Fair Market Rents. The Network hosted a Legislative Week of Action from March 13th-17th to urge the New York State Senate and Assembly to support crucial supportive housing investments in the final State Budget. This was hosted in lieu of the Network’s 2023 Lobby Day in Albany, which had to be canceled due to inclement weather. After a tweet storm and a call-in Day, the Legislative Week of Action culminated in simultaneous Albany and New York City rallies on Friday, March 17th.

On February 13th, Network Upstate Coordinator Stephen Piasecki testified at a hearing of the New York State Joint Assembly and Senate Budget Hearing on Human Services, urging the state to increase funding for the New York State Supportive Housing Program (NYSSHP) and to create a flexible Preservation Fund for existing supportive housing in the final State Budget.

The Governor released the SFY 2024 $221.6 billion Executive Budget yesterday. It continues the state's full commitment to the Empire State Supportive Housing Initiative, a 15-year plan to develop 20,000 units of supportive housing. The budget also advances funding for year two of the five-year affordable housing plan to create and preserve 100,000 affordable homes.

On December 13th, Housing Visions and Behavioral Health Services North, Inc. (BHSN) joined project partners and elected officials to celebrate the opening of a new affordable and supportive housing residence, Northwoods. Located in the Town of Plattsburgh, Northwoods has created 80 units of affordable housing, including 40 supportive housing units. BHSN will provide onsite services funded by the Empire State Supportive Housing Initiative (ESSHI) through New York State Office of Mental Health (NYS OMH).

On December 30th, Governor Hochul announced the seventh round of Empire State Supportive Housing Initiative (ESSHI) conditional awards. In all, 125 projects totaling about 5,000 units can now move forward in pursuit of capital funding to build supportive housing.

On November 4th, Ithaca Neighborhood Housing Services (INHS) and the Salvation Army Syracuse Area joined project partners and the Mayor of Ithaca to celebrate the opening of Founders Way. Located in Ithaca this new mixed-use, mixed income community has created four new buildings with 75 affordable apartments, including 22 supportive housing units for young adults and survivors of domestic violence. Onsite services are provided by Salvation Army- Empire Division in partnership with the Advocacy Center and Learning Web funded by the Empire State Supportive Housing Initiative (ESSHI) administered by New York State Office of Temporary and Disability Assistance (OTDA).
