Summary
The OMH Supportive Housing Single Room Occupancy (SP-SRO) program provides service and operating funding for permanent, congregate supportive housing across New York State.
Tenant Eligibility Criteria
Individuals with a serious mental illness (SMI) who meet one of the following criteria:
- Discharge from State-operated Psychiatric Centers (PCs) or State-operated residential programs
- Discharge from Article 28 or Article 31 hospital in need of permanent housing
- High users of Medicaid services and referred by Health Homes
- Experiencing street homelessness or in temporary shelter
- Current residents of OMH licensed Apartment Treatment Program, Community Residence or Community Residence – Single Room Occupancy (CR-SRO), prioritizing individuals with length of stay over 2 years, OR
- Individuals 18 years or older discharged from a Residential Treatment Facility.
The expectation is that at least 50% of referrals should come from State PCs. This may be met through direct referrals or backfill from Community Residence or CR-SRO. Individuals with Assisted Outpatient Treatment (AOT) must receive priority access. Applicants may not utilize other funding sources that place additional limitations on target populations served.
Mixed-use projects must comply with OMH’s Olmstead standard, with no more than 50% of the units reserved for individuals with disabilities (no more than 60% in New York City).
Eligible Applicants
Nonprofit 501(c)3 organizations with demonstrated experience providing housing social services to individuals with SMI.

SP-SRO programs are funded through a combination of client SSI ‘Living Alone’ income and OMH net deficit funding.
OMH Capital funding is available to fund property acquisition, construction, and/or rehabilitation, pertaining to awarded units. In conjunction with OMH capital financing, agencies are encouraged to apply to the New York State Homes and Community Renewal (HCR) for 4% Low Income Housing Tax Credits (LIHTC) to help finance development.
Programs developed with OMH capital are also eligible for additional funding to pay debt service costs related to the project.
Term
Operating contracts shall be written for a total period of 5 years.

- Central New York: 75-100 units
- Hudson River: 75-100 units
- Long Island: 75-100 units
- New York City: 375-425 units
