OASAS Releases RFP for 70 Units of NY/NY III Supportive Housing

$1.75 million available to fund "Population G" supportive housing for families

The NYS Office of Alcoholism & Substance Abuse Services (OASAS) has just released a new Request for Proposals (RFP) for 70 units of NY/NY III supportive housing for chronically homeless families or families at serious risk of becoming chronically homeless in New York City in which the head of household has a substance use disorder. This classification marks this as NY/NY III Population G supportive housing. There is a total of $1,750,000 in available funding for this initiative.

RFP Overview

Eligible applicants must be OASAS-certified social services or voluntary agencies. The RFP is for qualified social service agencies to provide up to 70 supportive housing apartment units for chronically homeless families or homeless families at serious risk of becoming chronically homeless in which the head of household suffers from a substance abuse disorder or a disabling medical condition. In an effort to serve underserved areas, there will be an award preference for both Staten Island (Richmond) and Queens Counties. OASAS will seek to award 20 to 30 units to agencies who submit proposals for housing in Staten Island and Queens. 

These units can be provided under these two approaches:

Option 1: Applicant agencies with a single site residence that is ready for occupancy or will be ready for occupancy within six months of a grant award are eligible to apply. In this case, the applicant agency should plan to place families directly into its single site. 

Option 2: This alternative is a two-phase approach. The first phase will lease scattered-site or small cluster rental apartments based on U.S. Department of Housing and Urban Development (HUD) Fair Market rents from private landlords in the neighborhood where the applicant has control of an appropriate site for the capital development of a single site. During this phase of program operation, the provider agency will receive funding from OASAS sufficient to lease apartments up to FMR rates. The second phase dictates that, upon the single-site building’s opening for occupancy, agencies will relocate tenants from the scattered-site units to the new single-site building. The single-site building should include 24-hour security or front desk coverage. 

Agencies that use the two-phase approach must clearly explain the process to families so they are fully aware of the plan to relocate from the scattered-site unit to the single-site building. In addition, it is important to ensure that the scattered-site units are located in close proximity to the projected single-site location. Proposed staffing and anticipated costs should be described for Phase I and Phase II. 

Applicants may submit only one proposal for each option for this RFP. OASAS has determined that the maximum cost per unit will be $25,000 per year.

New Requirement #2: MANDATORY Prequalification Requirement for Nonprofit Applicants

New York State has implemented a NEW statewide prequalification process for nonprofit vendors. ALL nonprofit agencies seeking to do business with the State of New York are now required to submit commonly requested documents, answer frequently asked questions and submit updates to this information periodically. Only those applicants that have completed the prequalification process are eligible to submit a proposal to this RFP. Applicants must go to the Grants Reform website and download a copy of the registration form. An authorized representative of your organization must sign and notarize the form and send it to the Division of Budget ASAP to gain access to the Grants Gateway to enable prequalification. Upon submission of your registration form, you will be provided with a user ID, which will allow you to gain access to the Gateway. From there, you can login to the system and begin your prequalification application here.

Agencies that have already submitted registration materials and received their user credentials can begin to upload documents into the Document Vault and complete their online prequalification questionnaire. Agencies are strongly encouraged to begin the process as soon as possible in order to participate in this RFP bid competition. 

Additional Requirement: MANDATORY Pre-Submission Bidders Conference

OASAS will hold a pre‐proposal bidders’ conference on Wednesday, September 18, 2013 from 1:30pm to 3:30pm at its NYC offices (501 7th Avenue). Only applicants that submit a Letter of Intent by the deadline may attend the bibbers’ conference. Final RFP proposals will ONLY be accepted from those who attend the bidders’ conference. If an applicant is unable to attend the meeting in person, OASAS will make arrangements for participation via conference call. Those interested in participating via conference call should contact the designated contact agent. Any questions or requests for clarification or inquiries regarding this RFP will be addressed at this conference. Questions and requests for clarification must be received in writing and are due by 5pm on Wednesday, September 25, 2013. All questions, including those asked at the bidders’ conference, will be posted on OASAS’ website on or about Wednesday, October 2, 2013.

Evaluation of Proposals

Each proposal will be evaluated according to distinct evaluation criteria and scored, rated and ranked according to these criteria as described in the RFP. These criteria include: Demonstrated Successful Relevant Experience (10 points), Demonstrated Organizational Capacity (10 points), Quality of Program Approach, Services and Supports (30 points), Outcomes and Goals (20 points), Agency Performance (5 points), Program Budget (20 points) and Fiscal Viability (5 points).

Designated Contact Agent 

OASAS has designated a contact agent who shall be the exclusive OASAS contact from the time of issuance of the RFP until the issuance of the Notice of Award. Applicants may not communicate with any other personnel of OASAS regarding this RFP during the restricted time period.

Application Submission Process

Interested applicants should submit, in a sealed envelope, ONE ORIGINAL AND FOUR COPIES on their application with the cover of the sealed envelope labeled “OASAS 2013 Request for Proposals – New York / New York III Permanent Supportive Housing for Homeless Families Round Three application" and the Initiative Funding Request Form (IFR) to the following address
