HCR Announces Medicaid Redesign Team Capital Funding

HCR announces $25 million for Medicaid Redesign Team capital funding to expand supportive housing.

NYS Homes & Community Renewal (HCR), acting through the Housing Trust Fund Corporation, has announced the funding availability of up to $25,000,000 in capital funds to expand supportive housing for high cost Medicaid populations throughout New York State.  Applications may be submitted between July 1, 2014 and January 31, 2015 or until all funds offered are committed.

HCR is seeking proposals from development teams that include service providers who have awards funded through the Medicaid Redesign Team (MRT) Supportive Housing Allocation Plan, the NY/NY III Agreement or from other federal, state and municipal funding streams that provide social service funding for high need and high cost Medicaid recipients, to develop multifamily supportive rental housing projects either through new construction or the gut rehabilitation of vacant buildings. 

This RFP seeks to increase the number of integrated supportive housing developments whereby a portion of the tenants are receiving services and the remainder are affordable or market rate housing for residents who are not in need of services.  Evidence of the service funding is required as part of the application.  Successful applicants and their service providers will be expected to collect and submit relevant Medicaid patient data to the State Department of Health or another state agency to track Medicaid cost savings.

Populations that are eligible for funding under the MRT Capital Program include: those categories that receive funding through the MRT Supportive Housing Allocation Plan; populations covered under NY/NY III; and populations covered by other federal, state and/or municipal funding streams that provide social service funding for high need and high cost Medicaid recipients.

Developers seeking financing for the new construction or substantial rehabilitation of site-specific, affordable multifamily supportive rental housing that will increase housing opportunities for high need and high cost Medicaid recipients in NYS and/or further the State’s commitment to develop integrated supportive housing as recommended by the Medicaid Redesign Team. HCR is seeking proposals from development teams that include service providers who have awards funded through the MRT Supportive Housing Allocation Plan, the NY/NY III Agreement or from other federal, state and municipal funding streams that provide social service funding for high need and high cost Medicaid recipients.

Up to $25 million is available to develop multifamily supportive rental housing projects either through new construction or the gut rehabilitation of vacant buildings.  HCR is imposing a $200,000 cap per supportive housing unit on funding awards.  Applicants applying under this RFP for MRT Capital financing are expected to have projects that will also have first mortgages financed by tax-exempt Private Activity Bonds issued by the NYS Housing Finance Agency.  However, HCR may also make a portion of this funding available as part of the upcoming Unified Funding Round for projects seeking allocations of 9% Low Income Housing Tax Credits.

HCR may offer a limited amount of Project Based Voucher (PBV) assistance for proposed projects seeking MRT Capital funding.  Applicants need to ensure that their proposed project is consistent with all terms and provisions of the subsidy layering review guidelines relative to PBV assistance issued by HUD in its July 9, 2010 notice.  HCR will give priority to those projects requesting PBVs with a proposed developer fee at or below the HUD safe harbor standard of 12% of the total development cost. 

Projects will be rated based on the following criteria (100 points total):

Applications may be submitted any time between July 1, 2014 and January 31, 2015 or until all funds offered under the RFP are committed. Applicants are required to schedule a Project Development Meeting before submitting an application.
