Eagle Star Housing Opens Liberty Square

On May 3rd, Eagle Star Housing joined project partners for an opening ceremony of a new affordable/supportive residence, Liberty Square. Located in city of Batavia, the new residence is creating 55 apartments, of which 28 are supportive, set-aside for veterans experiencing homelessness. Six of the new residence’s units are accessible for people with mobility impairments and three for people with hearing or vision impairments.

At its April 20th meeting, the Homeless Housing Assistance Corporation approved almost $19 million in Homeless Housing Assistance Program capital funding for five new supportive housing projects totaling 166 units. These awards include Project Renewal’s Bedford Green House Phase II in the Bronx, Breaking Ground’s Sutphin Senior Housing in Queens, DePaul’s Crane Street in Schenectady, Catholic Charities of Onondaga County’s Catholic Charities Housing Services Center Apartments in Syracuse and Ithaca Neighborhood Housing Services’ Wheat Street Apartments in Cayuga. Congratulations to the awardees.

The Governor and Legislature came to an agreement on a final $220 million state budget late last week and passed it this weekend. For supportive housing, the final budget is largely reflective of the Executive budget that was proposed in January. Below is the Network’s first glimpse of the budget. On February 2, 2022, Executive Director Laura Mascuch provided testimony at the New York State Legislature’s budget hearing on human services calling on the legislature to include OTDA’s New York State Supportive Housing Program (NYSSHP) in the 5.4% COLA included in the Governor’s budget and for the program rates to be adjusted to be aligned with the Empire State Supportive Housing Initiative rates.

New York State Homes and Community Renewal (HCR) announced the Summer 2021 9% Multifamily awards in December. A total of 21 affordable housing projects received awards, two thirds of which have a supportive housing component resulting in funding 277 supportive out of a total of 1,178 affordable (24%). In all, the announcement included $23 million in Low Income Housing Tax Credits, which will generate over $200 million in private investments. An additional $23 million in Supportive Housing Opportunity Program (SHOP) as well as several other capital resources are included in the spring awards.

On December 16th, New York State Office of Temporary and Disability Assistance (OTDA) announced $40 million in funding under its New York State Supportive Housing Program (NYSSHP) $39 million of which renews funding for existing programs, and $691,000 for 6 newly funded agencies. NYSSHP provides a small amount of services funding to serve homeless individuals, young adults and families in more than 17,000 units of supportive housing statewide, 10,000 of which are in NYC in partnership with the Department of Homeless Services.

Governor Hochul announced the 6th year of conditional Empire State Supportive Housing Initiative (ESSHI) awards in December. A total of 192 projects totaling over 7,800 supportive housing units received conditional awards for service and operating funding. Over 80% of these projects (155) are proposed by Network members. A portion of these projects – at least 1,400 units in total – will move into the permanent pipeline over the next twelve months. This marks the first time that ESSHI conditional awards have an additional year to secure capital funding.

On December 21st, the Network joined a coalition of behavioral health advocates for a virtual rally to call for a 5.4% COLA and a $500 million investment in workforce, services, and support in the Executive Budget. The rally followed a media forum held at the state capitol on December 16th.

On December 21, 2021, The Federal Home Loan Bank of New York announced the 2021 Affordable Housing Program awards. Supportive housing is included in 14 out of 23 awards in New York State. These awards include both rehabilitation and new units, and cover a wide array of supportive housing, from Vital Brooklyn to Ogdensburg. The funds range from first funding in to final gap filler.
