Network City Budget Analysis

On July 1st, the City Council approved an $88.1 billion budget for FY 2021. This represents a $7.2 billion decrease from the Preliminary Budget proposed by the Mayor in January and a $4.7 billion decrease from the Adopted FY 2020 budget.

DEFUND THE NYPD, SAVE HOUSING & HUMAN SERVICES

In this historic moment when #BlackLivesMatter protests in NYC and across the country are highlighting existing racial disparities that COVID-19 is only exacerbating, we cannot place the burden of our $9 billion budget deficit on our Black communities. The city is outrageously proposing 40 percent cuts to the affordable housing capital budget and potentially major cuts to social service budgets. Meanwhile, it has taken public outcry and advocacy for the City to even consider restructuring the NYPD budget.

Provider Letter to Speaker Johnson & Chair Miller

The Network partnered with fellow social service coalitions and supportive housing providers to advocate for nonprofit and worker-friendly changes to recent city council legislation surrounding essential workers. In a letter to Speaker Johnson and Chair Miller, the Network and partners urged City Council to consider the impact these bills would have on nonprofits, citing that the proposed legislation could hamper service delivery to New York’s highest risk populations in this challenging time.

HPD Occupancy Guidelines Update

In August, HPD updated the occupancy standards in the HPD Marketing Handbook to increase the number of household members allowed per unit size by one person. Additionally, the occupancy guidelines no longer assume that two married or similarly committed people share a bedroom.
