Summary
This RFP seeks plans to develop two sites of 100% senior affordable housing in the Crown Heights neighborhood in Brooklyn and the Morrisania neighborhood of the Bronx. Developer groups may submit to develop one or both sites.
Development Site 1 - Morris Houses
Site 1 is located at the corner of St. Paul’s Place and Park Avenue within the public housing development known as Morris II in the Morrisania neighborhood in the Bronx. The Site is approximately 24,000 square feet of the Bronx Block 2902, Lot 36 and is coterminous with the Proposed Tax Lot.
Development Site 2 - Kingsborough
Site 2 is located at Bergen Street between Buffalo and Ralph Avenues within the public housing development known as Kingsborough Extension in the Crown Heights neighborhood in Brooklyn. The Site is approximately 25,000 square feet of the Brooklyn Block 1344, Lot 175 and is coterminous with the Proposed Tax Lot.
Proposal should include approximately 150-200 senior residential units per site.
Tenant Eligibility Criteria
100% of the units must be affordable to seniors as specified in the SARA Term Sheet.
Eligible Applicants
For-profit, non-profit, or joint venture entities that demonstrate the experience and capacity to implement the Project in accordance with community development objectives and long term equitable investments in neighborhoods.
- Experience managing senior residential buildings with community facility uses in comparable markets.
- Experience operating low income senior housing.
- Experience providing senior social services and securing social service funding. Experience working with formerly homeless populations and homeless referrals.

Site A: NYCHA will lease the Development Sites pursuant to approval from the NYCHA Board and HUD.
Site B: N/A

Service funding options include the Senior Affordable Rental Apartment Tenant Services RFP and the Provision of Congregate Supportive Housing RFP (also known as NYC 15/15) and other service funding opportunities for which the project would be eligible. Respondents should identify their proposed service funding source, service provider, and describe the services that will be offered to tenants.
