Total annual amount varies annually. The last request for proposals (RFP) was for 4,500 units targeted to Adult Home residents with mental health issues. The awards were announced in January 2011, but are currently on hold due to on-going litigation.
Eligible Populations
Must have a major mental health diagnosis. Recent RFPs have prioritized chronically homeless single adults diagnosed with a serious and persistent mental illness (SPMI) and chronically homeless single adults diagnosed as mentally ill who may also have chemical addictions (MICA). OMH is also targeting this program to address its goal of reducing its long-term inpatient psychiatric hospital.
Eligible Projects
Permanent scattered-site supportive housing. Units may be clustered in a single location.
Funding Award Details
This stream funds over 13,000 units across New York and provides a per-unit rate for each tenant, which covers rent and supportive services. Funding announcements are irregular and are typically made on a local or regional basis.
Rate Details
Current rates vary by area, from $8,254 in Upstate New York to $14,654 in the metropolitan New York City area.
Term of Service/Length of Grant
Projects are expected to remain in service for a minimum of 25 years.
Limitations
Tenants pay 30% of their income toward rent. Funds are flexible and can be used for start-up costs, including furnishings and security deposits. However, the funding rate provides only for minimal services, often as little as one staff/tenant contact per month. Therefore, tenants must be very stable or have access to other services.
Network Notes
OMH favors agencies that have licensed OMH housing, including community residences, to free up bed capacity and create placement opportunities for people being discharged from psychiatric hospitals.
