NYS EMPIRE STATE DEVELOPMENT
NY Forward Loan Fund (NYFLF) NEW
The NYFLF targets the state’s small businesses with 20 or fewer full-time equivalent (FTE) employees (90% of all businesses), nonprofits and small landlords that have seen a loss of rental income. Priority will be given to industries that have been reopened. Applications will be reviewed on a rolling basis as regions and industries reopen, and seek to target:
  • Small businesses and nonprofits employing 20 or fewer full-time equivalent (FTE) employees; 
  • Small businesses that have gross revenues of less than $3 million per year;
  • Nonprofits that provide direct services and have an annual operating budget of less than $3 million per year; and
  • Businesses that have not received a loan from either SBA Paycheck Protection Program (PPP) or SBA Economic Injury Disaster Loan (EIDL) for COVID-19 in 2020.

Amid Ongoing COVID-19 Pandemic, Governor Cuomo Issues Executive Order Directing Employers to Provide Masks to Employees Who Interact with the Public
“Effective at 8 p.m. on Friday, April 17, 2020 any individual who is over age two and able to medically tolerate a face-covering shall be required to cover their nose and mouth with a mask or cloth face-covering when in a public place and unable to maintain, or when not maintaining, social distance.”

Please see attached guidance from DOH regarding updated guidelines for discontinuation of isolation for patients with Covid-19. The most important change involves the non-test based strategy for discontinuing isolation, which extends the recommended isolation period from 7 to 14 days. This guidance may be relevant in hospital psychiatric inpatient units.

On June 6, 2020, Governor Cuomo issued Executive Order 202.38, which extends telehealth regulatory flexibility and modifications to the background check process for OMH-licensed, funded, and designated programs, as detailed in Executive Order 202.1, until July 6, 2020.

"Effective April 27, 2020, any fiscal actions that providers take unilaterally, and without the prior approval of OASAS will be subject to disallowance until ultimately reviewed and approved.  For example, if hazard pay has been implemented and OASAS was not consulted, the amount expended until approval is obtained will not be an allowable expense on provider's 2020 final claims."
