On June 3, 2019, OTDA released the 2019 RFP for HHAP. A total of $64 million is available for nonprofits developing permanent supportive housing, of which $5 million may be reserved for the development of projects serving homeless persons with HIV/AIDS.

Additionally, up to $1 million may be used for emergency shelter repairs in local social service districts with a population of less than five million. 

This capital funding is available statewide to develop supportive housing projects, with a preference for projects with Empire State Supportive Housing Initiative (ESSHI) conditional awards for services and operations.

HHAP is an open-window RFP and applications will be reviewed in the order received.  Applications will be approved until funding is exhausted. The HHAC Board will make final selections, typically on a bi-monthly basis, and advise all applicants of its decisions.
