This report presents findings from the VA's annual Project CHALENG (Community Homelessness Assessment, Local Education and Networking Groups) for the 2009 fiscal year. Since 1994, legislators have relied on Project CHALENG for up-to-date numbers on the problem of veteran homelessness. The fiscal year 2009 report surveys over 10,000 currently or formerly homeless veterans. As such, it offers one of the most comprehensive data sets on veteran homelessness ever gathered. The report finds that, once placed in supportive housing, "veterans can switch their attention from survival to resolving other, 'higher order' issues."
