Rick Umholtz has dedicated his career to protecting our state’s most vulnerable — individuals and families experiencing homelessness, refugees, repatriated U.S. citizens, and survivors of human trafficking.
As Deputy Commissioner of Housing and Refugee Services at the New York State Office of Temporary and Disability Assistance (OTDA), Rick oversees programs that provide critical support to these populations, and through thoughtful leadership and a deep commitment to public service, Rick has been instrumental in advancing the state’s efforts to expand supportive housing and strengthen homelessness services across New York.
“Rick’s steadfast dedication and leadership have been vital in advancing supportive housing and homelessness services, particularly through last year’s budget investments in the New York State Supportive Housing Program and the Homeless Housing and Assistance Program,” said OTDA Commissioner Barbara C. Guinn. “His commitment to ensuring that resources reach those who need them most has strengthened our programs and protected thousands of vulnerable New Yorkers. Rick exemplifies the determination and expertise that make lasting change possible, and it is an honor to see him recognized as an Unsung Hero.”
This dedication has guided Rick’s entire career. Before being appointed Deputy Commissioner, Rick served as Director of the Bureau of Housing and Support Services (BHSS), where he oversaw an extensive portfolio of programs for homeless, at-risk, and low-income households. Under his direction, the Bureau developed innovative, coordinated approaches to help localities address homelessness more effectively — fostering collaboration between state agencies, providers, and communities to deliver sustainable housing solutions. Prior to joining BHSS, Rick also worked in the nonprofit sector, first for an agency providing services to homeless youth and later as Director of Residential Programs for individuals with disabilities.
