Jamie’s work embodies one of supportive housing’s core tenants — that everyone deserves to receive the assistance they need to remain stably housed.

For more than two decades, Jamie Neckles has dedicated her career to advancing the mental health and well-being of New Yorkers, particularly those at the intersection of the mental health, homeless services, and criminal-legal systems. Since 2022, Jamie has held various leadership and direct care roles across the New York City Health Department’s Bureau of Mental Health, guiding the City’s public health approach to improve care, reduce suffering and social isolation, and promote dignity and recovery for people living with serious mental illness.

Under Jamie’s leadership, the Bureau oversees more than $500 million in community-based mental health and supportive housing services, operates the City’s Assisted Outpatient Treatment Program, and conducts rigorous program evaluation and research to ensure accountability and impact. Her work embodies a deep commitment to compassion, data-driven innovation, and collaborative problem-solving — values that have strengthened the City’s entire behavioral health and supportive housing ecosystem.

“Jamie leads with empathy, insight, and an unwavering commitment to improving the lives of New Yorkers living with mental health challenges,” said Dr. H. Jean Wright II, Executive Deputy Commissioner of Mental Hygiene. “Her leadership in the Bureau of Mental Health has strengthened the City’s supportive housing network and ensured that mental health care remains a critical component of all housing conversations. Jamie’s vision and dedication have made a lasting difference for the people and communities we serve.”

Jamie fully exemplifies the very spirit of an Unsung Hero — ensuring that every New Yorker living with mental illness is met with care, dignity, and hope.

Dawn Pinnock, President and Chief Executive Officer of CUCS, concluded, “Jamie has been an incredible ally to providers. She listens, she problem-solves, and she never loses sight of the people who matter most: our tenants. Her partnership has helped us better serve tenants with mental health needs and to keep supportive housing the life-changing resource it’s meant to be.”
