The Network released the following statement in response to Mayor Mamdani’s “Block by Block” housing plan.

The Network applauds Mayor Mamdani’s housing plan and its strong emphasis on preserving affordable and supportive housing, preventing homelessness before it begins, and strengthening housing stability for New Yorkers with the greatest needs.  

Included in the administration’s Block by Block: The Housing Plan for A New Era is a historic $22 billion investment over five years that will put New York on a path to create 200,000 new affordable homes and preserve another 200,000 existing homes over the next decade.

We are especially encouraged by the creation of a preservation program specifically tailored to the needs of supportive housing - the first of its kind managed by New York City. The Network has been advocating for this type of resource as part of the reallocation of underutilized NYC 15/15 funding, and we are thrilled to see the formalization of our recommendation.

At a time when New York City continues to face overlapping housing affordability, homelessness, and behavioral health crises, alongside growing uncertainty around federal housing resources, the Mayor’s plan reflects an important recognition that stable housing and supportive services are foundational to long-term health, safety, and economic stability.

The Network also strongly supports the administration’s stated commitment to expanding the Supportive Housing Loan Program and additional tools aimed at protecting deeply affordable housing from financial distress. These investments are critical to ensuring the long-term viability of the supportive housing infrastructure serving some of the city’s lowest-income and highest-need New Yorkers.

We are further encouraged by the plan’s focus on deeper affordability, increased homeless housing set-asides, justice-involved supportive housing, and the development of housing for older adults. We also appreciate the administration’s recognition of the operational bottlenecks that can delay move-ins and keep apartments vacant longer than necessary – including challenges related to leasing-up new supportive housing, scheduling apartment viewings, and timely access to units after a tenant passes without an identified next of kin. Addressing these barriers is crucial to ensuring supportive housing can serve New Yorkers as quickly and efficiently as possible.  

Lastly, we are pleased by the administration’s focus on maintaining housing stability initiatives, including investments in Housing Court reforms, expanded Right to Counsel funding, and upstream eviction diversion efforts such as connecting tenants to financial support when they fall behind on rent. 

The Network looks forward to continuing to work alongside Mayor Mamdani, city agencies, providers and our tenant community as the administration advances this housing agenda. We remain committed to ensuring every New Yorker has access to safe, stable, and affordable housing paired with the supportive services necessary to thrive.
