On April 29th, Network Director of Policy and Advocacy Tierra Labrada testified at the New York City Council Committee on Contracts oversight hearing examining late payments to human service providers on the need to address underlying structural issues within the PASSPort system. Tierra stressed that supportive housing providers routinely begin delivering services to tenants before contracts are registered or payments are received. She also expressed appreciation towards the administration’s progress in clearing backlogs and made recommendations for improvement, including: simplifying data entry by creating auto-populated fields and reducing redundant fields; streamlining contract approval and invoicing processes across city agencies; and developing a comprehensive ‘blocking error’ database that categorizes common issues.
