The Network Testifies at New York State Senate Joint Public Hearing on Impacts of Increasing Operating Costs on Supportive Housing image

On November 18th, Network Chief Policy Officer Rebecca Zangen testified at the New York State Senate Joint Public Hearing: Cost and Availability of Insurance for Residential Property. Rebecca brought attention to how unexpected increases in operating costs are affecting supportive housing. She stressed that members statewide are reporting dramatic, unsustainable increase in insurance premiums, higher deductibles and reduced coverage —conditions that put buildings, the workforce, and tenants at serious risk.  

Rebecca also acknowledged the Legislature and Governor’s work to address this crisis and provided recommendations. These included : improve transparency and data access, fund and incentivize risk-mitigation upgrades, address New York’s Liability Environment, provide both short-term relief and long-term risk sharing solutions, and enforce anti-discrimination protections.

She urged the legislature to advance a comprehensive strategy and take multi-faceted action to protect the thousands of residents living in supportive housing.
