On July 8-10th, The Network was proud to participate in the National Alliance to End Homelessness 2026 Conference and Capitol Hill Day.
Network Director of Programs & Engagement, Joelle Ballam-Schwan, presented alongside tenant advocates and leaders, Will Woods and Kenny Alvarez, on the power of tenant-led partnerships in building safer, stronger communities.
The Network also served as New York State Captains for Capitol Hill Day, leading a delegation of 90 New York members and partners in meetings with 19 New York congressional offices. Together, we advocated for investments to HUD for FY2027:
• $5.1 billion for Homeless Housing Assistance Grants, including $4.6 billion for the Continuum of Care (CoC) Program and $500 million for Emergency Solutions Grants (ESG)
• $45.6 billion for Tenant-Based Rental Assistance
• $1.85 billion for HUD's Section 202 Program (supportive housing for older adults)
We also urged members of Congress to support noncompetitive renewals for existing CoC grants and to protect both the Continuum of Care Program and the model of supportive housing model that thousands of New Yorkers rely on.
Throughout our meetings, advocates shared the urgent threats facing the CoC, highlighted what is at stake in communities across New York, and reinforced that supportive housing saves lives and strengthens communities.
