On June 16th, the NYC Housing and Preservation Department (HPD) announced the launch of the new Supportive Preservation Program (SPP), and a new NYC 15/15 Rental Assistance RFP. This effort was part of the Network’s years-long advocacy to reallocate scattered site units to new congregate developments, create a preservation program that addresses the unique needs of supportive housing projects, and ensure the long-term financial stability of supportive housing developments. We are grateful to our members who stood with us during budget hearings, lobby days, and feedback sessions -- your advocacy and perspective helped make this program a reality.

MORE ABOUT THE SPP

The Supportive Preservation Program is available to existing supportive housing projects with active social services contracts administered by city or state agencies, where those contracts will remain in place after closing. The SPP takes a project-by-project approach, assessing financial and physical needs to assist providers in developing a long-term preservation strategy.

Three pathways are available depending on a project's circumstances: tax exemptions where physical needs can be addressed without an HPD loan; low-interest loans and exemptions for projects that cannot leverage private debt; and gap financing for projects that can. SPP does not cover modifications to social service contracts, including rate increases.

NYC 15/15 RENTAL ASSISTANCE RFP

In addition to the SPP, the City also announced a new NYC 15/15 Rental Assistance RFP. NYC 15/15 rental assistance provides project-based rental assistance to providers operating city-administered service contracts, who are seeking to rehabilitate or preserve existing supportive housing units. In this cycle, HPD will award rental assistance to up to 150 units across all projects.

Unlike new NYC 15/15 projects, the new Rental Assistance RFP has an application deadline.
