On April 1, 2026, the New York City Council released its response to the Mamdani Administration's FY27 Preliminary Budget proposal. The Council's response presents an alternate plan to close the City's budget gap without relying on the Mayor’s proposed 9.5% property tax increase or tapping into the City's reserves. The Council has identified approximately $6 billion in additional resources through re-estimates ($3.5 billion), efficiencies and savings ($2 billion), and $529 million in revenue enhancements.
While the Council's preliminary budget response did not mention the underbudgeted $80 million in funding to DOHMH for NYC 15/15, as identified during the Mayor’s budget announcement, nor did it include the $62 million in capital and operating funding for NYC 15/15 preservation that the Network has been advocating for, the response did highlight the need to restore and baseline several funding streams intersecting with supportive housing that have been historically underbudgeted, including:
- $16.9 million for housing and domestic violence legal services
- $39.6 million for HASA emergency shelters
- $5 million for capital needs at older adult centers
In its response, the Council also focuses heavily on the need for greater transparency and meaningful units of appropriation, which would allow for greater oversight of how funds are allocated across programs. In particular, the Council is calling for specific units of appropriation within HRA, separating SNAP, rental assistance for each distinct program, cash assistance, and HASA. At HPD, they are calling for units of appropriation for various programs, including code enforcement and the emergency repair program.

The Mayor is expected to release the Executive Budget in April 2026.
