On May 1, 2025, Mayor Eric Adams released his administration’s FY26 Executive Budget, totaling $115.1 billion—up from $114.5 billion in the Preliminary Budget released this January.
A few important updates for the sector include:
- NYC 15/15 Reallocation Announced
After years of sustained advocacy by the Network, the administration has committed to shifting the NYC 15/15 initiative away from scattered-site to new development and preservation of congregate units. The plan allocates $2.6 million in FY27, growing to $29.3 million by FY29. Details on reallocation are still being finalized—we will share further updates as more information becomes available. - $5 Billion in Contract Advances for Nonprofit Providers
Mayor Adams stated his plan to release over $5 billion in advance payments to nonprofit providers in FY26. Details on advances are still unclear—we will share further updates as more information becomes available. - $8.9M to Address Payment Delays to Human Service Providers
The Mayor’s Office of Contract Services will add 20 positions and make system upgrades to address longstanding backlogs in provider payments. - $45.1M to Support Indirect Rate Growth
This funding supports indirect rate increases for providers contracting with the Department of Aging, DOE, and HRA. - $47.3M for Intensive Mobile Treatment Teams
The budget includes significant new investments in mobile treatment teams to support individuals with severe mental illness. This marks a historic investment after sustained advocacy across the sector. - $8.9 Million for Alternatives to Incarceration and $8 Million for Re-entry
The administration restored and baselined funding for Alternatives to Incarceration and re-entry programs, which provide critical support for people with justice involvement.
