On June 30th, Mayor Mamdani and the New York City Council reached an agreement on the Fiscal Year 2027 Adopted Budget, with the Council approving a $125.8 billion spending plan. The adopted budget is approximately $1.1 billion above the FY27 Executive Budget.
While budget documents are still being released, the City Council described the adopted budget as including the largest expense budget and capital commitment in Council history.
The initial budget agreement was delayed by negotiations over rental assistance. The final budget includes $175 million in FY27 and $125 million baselined in FY28 for a new HPD-administered rental assistance program intended to expand access to housing vouchers for households at risk of homelessness who are otherwise ineligible for CityFHEPS.
The adopted budget also includes $5.4 million for Supportive Housing Repairs and $4.2 million for Supportive Housing Preservation. The Network is working to understand exactly how these funds will be allocated.
Other significant changes from the Executive Budget include a $126 million increase in DOHMH’s budget. The Council’s budget agreement identifies related mental health investments, including $4.5 million for Assertive Community Treatment expansion, $11 million for Intensive Mobile Treatment expansion, $2.5 million for crisis respite centers, and $4.5 million for the Mobile Treatment Step Down Program.
The Network will continue to monitor budget documents, including the release of the Adopted Capital Plan, and will notify members of any additional relevant changes.
