The 9th Empire State Supportive Housing Initiative Request for Proposals (RFP) was recently released. This continues the state’s initiative to create 20,000 units of supportive housing in 15 years and will provide ongoing services and operating funding for the next 1,400 units.
Rate increases, one of the Network’s top advocacy objectives are included. The RFP increases the funding levels to $34,000/unit in the New York City Metro Area which includes NYC, Nassau, Suffolk, Westchester, Putnam and Rockland Counties and $31,000 in the Rest of State. This represents an increase from the $25,000/unit in all past RFPs.
Another Network point of emphasis added is an increase in startup date from three months to six months before opening, giving ESSHI programs more time to staff up, train and team build.
New eligibility categories are included:
- Persons living with Hepatitis C
- Survivors of human trafficking,
- Persons with a physical disability, including but not limited to mobility and sensory disabilities, that affects the performance of activities of daily living and requires support services delivered in an accessible housing setting to become and remain stably housed.
The RFP also sets guidelines for low-barrier admissions -- prohibiting credit and criminal background checks, eviction history checks and other screening tools in order to expedite placement in ESSHI units.
The deadline for submission is July 15, 2025.
