The following is a list of recent accomplishments of the Supportive Housing Network of New York.

Secured Commitments from Governor and Legislature For a New Statewide 15 Year/20,000 Units Supportive Housing Program

  • Commitment to create 20,000 units of supportive housing statewide in 15 years from Governor Cuomo in his State of the State Address
  • Support from 133 NYS Assembly members and 26 NYS Senators (75% of the Legislature) for the creation of 35,000 units statewide
  • The final state budget included $1.97 billion in capital funding for a 5 year affordable and supportive housing program that needs to be approved by the Governor, Temporary President of the Senate and Speaker of the Assembly via a Memorandum of Understanding (MOU). A portion of this capital funding supports the first 6,000 units of the Governor’s 15 year commitment to build 20,000 units.
  • A small MOU was agreed upon to release $150 million of the $1.97 billion to support the development of 1200 units, the first year commitment of the Governor’s 15 year/20,000 unit commitment.  The rest of the funding to support the next 4 years, has not been agreed upon at this time.
  • The final budget included $124.5 million for service and operating expenses for the first 6,000 units over the next 5 years.  $74.5 million was re-appropirated from last year’s JP Morgan settlement funds and an additional $50 million was added in the 2016-17 budget.

Increased Existing Supportive Housing Funding

  • $6.5 million increase to the NYS Housing Trust Fund
  • 600,000 increase at the Office of Temporary and Disability Assistance for the NYS Supportive Housing Program.

Continued Advances in Melding Medicaid Reform with Supportive Housing

  • Successfully advocated for $127 million in funding for the MRT Supportive Housing Development Program
  • Engaged expert consultant to work with 25 NYC providers and 80 upstate and Long Island providers on how/whether/to whom to offer Home and Community Based Services. See more here.
  • Worked with providers and government partners to model four HCBS services and craft recommendations on possible changes. See more here.
  • Worked with providers, Health Homes and MCOs to determine and implement best practices for identifying and placing high cost/high need homeless individuals in supportive housing.
