HIV/AIDS NY/NY III Supportive Housing

The NYC Human Resources Administration (HRA) has released a Request for Proposals (RFP) for the remaining 394 HIV/AIDS units of supportive housing under the NY/NY III Agreement. As per the Agreement, the RFP is for permanent supportive congregate housing for chronically homeless single adults who are living with HIV/AIDS and who suffer from a co-occurring serious and persistent mental illness, a substance abuse disorder or a Mentally Ill Chemical Abuse (MICA) disorder. Read the RFP below for more details on how these terms are defined.

This will be a rolling RFP with HRA accepting proposals starting April 10, 2013. The maximum rate is $25,444 per unit for operating and service funding. It is expected that providers will apply to NYS Homes and Community Renewal (HCR), NYS Office of Temporary and Disability Assistance (OTDA) and NYC Department of Housing Preservation and Development (HPD) for the capital funding.

Key Dates:

  • Pre-proposal conference (optional but strongly recommended): Feb. 13, 2013
  • HRA begins accepting proposals: May 15, 2013
  • Anticipated contract start date for first awards: July 1, 2013
